Tom was raised in Louisa County. After graduation from Louisa County High School he attended the University of Richmond. Following his graduation from the University of Richmond, Tom served in the United States Army. While in the Army, he was deployed overseas in support of Operation Joint Endeavor. Following his service in the Army, Tom entered the T.C. Williams Law School at the University of Richmond.

While in law school, Tom started his legal career interning under former Louisa Commonwealth's Attormey John Garrett in Henrico County. In 2005, Tom was appointed Assistant Attorney General under Bob McDonnell. During his time as an Assistant Attorney General, he prosecuted complex white-collar and internet crimes. Tom's work in these cases has been recognized throughout the Commonwealth. He was also appointed a Special Assistant United States Attorney where he helped prosecute intricate litigation in federal court.

Tom is a strong believer in the idea that education can help prevent crimes. While serving as an Assistant Attorney General, he worked on the Attorney Gerneral's highly successful Youth Internet Safety Task Force. He traveled Virginia educating parents, students and the community on tips to keep their children safe online and protect Virginians from identity theft crimes.

Tom is active in the community where he is a member of Holly Grove Ruritan, American Legion Post 116, National Rifle Association and Fraternal Order of Police, Thompson-Hall Lodge
